I talked to the Panama office last week. Theres a small crew onsite. They are bringing in basic infrastructure for the work crew. Temporary housing will allow workers to remain onsite during construction. This will take maybe a month at which time the worker crew will increase to approximately 60. They only small equipment onsite now.
It is interesting how they are approaching this project. Since the labor is coming from Panama City, they are having to build temporary housing for them first. I think this is a good plan because it won't be a problem for them to show up to work if they are already there and transportation, holidays etc should be less of an issue.
They are also bringing in temporary water and power etc. for the construction crew.
